The average rate of wages is equal to the sum of necessaries sufficient to keep up the race of workmen in a certain country according to the standard of life habitual in that country.
Wages is a fact incident to the relation of employer and employed.
Willfulness will not be found if there is a bona fide dispute about the employees entitlement to wages or if the employers failure to pay wages is due to a ES.
And, raising third world wages is not only good in and of itself, it also diminishes downward pressure on living standards in the first world from free market globalization.
