I think it can be. I felt dizzy for a couple of days when I visited a GP. Then they measured my BP and found it was higher. I was put on atenolol and started feeling exhausted. I looked up and saw that it was reported as a side effect of beta-blockers.
However, my neighbor felt fatigue for a few months, so I made her visit a doc. She too had high BP. She didn’t want to take any drugs but eventually she started when I told her about all the complication of high BP-heart failure and stroke, etc
