itching and infection in groin region

I have a bad itching in my groin area..... its kind of a white patch and itches badly....... the hair roots in the groin area are kind of infected swollen a bit.... you can easily pluck them up...... i have some kind of boils or pimples inside my penis as well i have this problem from 7 years ...... can somebody tell me is this an STD .... but i have not had sex till now........... please help
