itching at head of penis (balanitis) has moved to scrotum

i was diagnosed as having balanitis, and the doctor gave me some cream that is usually used for foot-fungus.
it cured the itching at the tip of my penis, but now the itching has spread to my scrotum- painful itching and it looks red.

has the fungus spread from penis to testicles? what is the best way to treat this? difficult to use this cream on the testicles.

ps- i was tested for herpes and chlamydia, but the one-week test showed that i didn't have either of these plagues.

I had balanitis and presented the same symptoms. About two weeks after treating my self with the anti-fungus cream I started having the same redness and itching in the scrotum. I decided to see another dermatologist (the first on didn't helped much) and he told me that it is impossible to get balanitis in the scrotum. He told me that the antifungus cream itself could be the cause and told me to suspend it for awhile at least. He also told me to stop using soap in that area for awhile since it can be the cause of irritation. Finally he told me to buy any ceam with hydrocrtisone (try wal-greens pharmacy) and apply it ONLY in the scrotum. It been a week or so now and the itching went away and now the redness is starting to go away too. He aso told me that I no longer had balanitis if I had any...This is because the first doctor just looked at it and said it was balanitis. He did not performed a KOH test or a swab. Also I looked at several pictures on the web and my problem did not even looked half as much as what the other people were presenting. So if I had balanitis then maybe it was a very mild case.
