itchy,burning testicles. non itchy rash on arms

I have a rash on arms, that is spread out in places a blotchy and red in places. no raises or weird color. Also testicles always have had discomfort and ithy/moist feeling,VERY uncomfortable. I have been checked for std's a couple of times. the dicomfort on testicles have been their 2 years. rash appeard a week ago. the rash has no itch or pain. Related?? seprate problems? I just want to get back to normal. the testicle thing is sometimes unbarable. By the way I have been to a uroligist and got a scan on testicles and no problems found/ w the std test I had all diseases checked and RPR. I just dont get it please help.
