you should do a combination of different excersises to lose the weight you want crunches, to lost someach fat and tone your abdominal, low weights so you can tone your arms ( notice i said low weights, heavier weights can make you muscular and i think most women dont want that). squats with no weight for your buttocks. is a very good workout and dont forget to go as low as you can which it will have more effect. thats about it you'll have a small waist, nice legs, arms, and still have your wanted breasts. ( i think running will make them smaller but i'm not 100% sure.)
