leg cast after pin removal surgery

I dont know a lot about this so forgive my lack of medical terms...

My friend broke his leg (between his knee and his ankle) and the doctor put those pins on his leg for a while.
Yesterday, he went under surgery to remove the pins and instead of just stitching it or whatever, the doctor put a cast on his leg all the way up to his thigh.
When we got home last night, you could see blood stains through the cast. The doctor said it is normal.
Do you know if it is normal? I didnt even know you could put a cast over an open wound...
