little lumps on my penis and scrotum

I just noticed this and I don't know how long its been there for but like all over the skin of my scrotum there are like little white bumps and same thing on my penis and a hair is growing out of every little bump and sometimes it can get itchy..also it kinda looks like chicken skin.

that's jus hair follicles don't worry its normal. i have white spots at my scrotum and they are itchy what are these?
