ok when i was about 14 and a half i started masterbating and pretty soon i was hooked and couldnt stop. then about a year later i ripped some skin off of my penis and at first i didnt worry about it. It started to really hurt any time i did try so i finally quit. But now im 16 and it still hasnt healed. Can this injury be perminent or can it be cured?

I would say that you have to overcome your shame and go to a doctor. He may give you good advise or even a cure. If the injury is still there after two years, don't live on with it unchecked. That is just too long a period.
