This issue is purely psychological, and can asily be overcome. It may stem from a fear of getting you pregnant, and now the more he fails to cum, te worse the problem becomes. Does he cum when he masturbates, or when you mastubate him? Maybe he would cum during oral sex? Maybe he just doesn't feel comfotable with you seeing him ejaculate. Ask to watch him masturbate and ejaculate. Once he has cum with you once, I'm sure that things will improve.
