my mother's severe headach

Hi there, I need help and I don't even know how to begin solving this problem. My mother is suffering from severe headaches. She’s been having them for the past year or so. The only clue is that they happen around and in the time of her period she is 42, could she be going through menopause? Not one doctor she visited related the two (headaches and the period). The headaches are just terrible and the pain relieves she uses like Panadol, Aspirin or Paracetmol does not help at all.
She visited lots of GP's and none of them can determine the cause. Her blood pressure is normal, she did all kind of tests but everything turned normal. Unfortunately she did not keep any record of the tests she did all she can tell me is that her blood pressure is normal. I was overseas for a while and just came back and I want to start treating her in a new hospital and start looking for the cause of the problem from scratch. The help I need is to tell me which doctor I should begin with? And what tests I should demand be done.
As I said above I don't know how to begin. I really hate seeing her suffer like this and never felt so helpless please help me out.
