peeling spot on upper lip

I have had a spot of skin in the center of my top lip that continues to come off.. it doesnt hurt or even pose much of a problem... besides the fact that its annoying iv tried chapstick neosporin and everything but it just kinda dries up and peels off leaving it smooth until it comes back
