Any time the two blood balloons inside a penis don't completely inflate with blood, or if one is more full than another, a bend in the penis is possible.

It's only when there is scar tissue in these corpora cavernosa that the penis makes an obvious bend in the middle.

Normally, a slight bend in the penis is nothing to worry about, but if it is pronounced, making a sharp bend, you'll want to see a doctor about it.
