perhaps folliculitis?

Hi. First off I probably should say I'm a 19 year old female. I've shaven my genitals since around 17. For the past couple months whenever I shave I get pimple like (red,itchy,small) bumps on areas around and on my genitals. What is it? And should I see my doctor or just get a cream?
