pubic hair follicle

i have four small bumps located near the tip of my foreskin, they are tiny, and hard, i think they are just pubic hair follicles that haven't "sprouted" yet, but as like any human, i am wondering what it could be, they have no pain, don't resemble pictures, of herpes aside from the fact that they are located in somehwat of a cluster, any ideas?
