redness/ dry dkin on head of penis

for the past week i have noticed that there was a small patch of dry skin with redness underneath on the head of my penis. i thought nothing of it and have been applying skin moisturiser over the dry skin for the past few days now. the dryness calms down after i apply cream but comes back after i masturbate. it does not itch or hurt to pee. do i have herpes, or is it cos of the masturbation?
