im 16 and wen my penis is hard alot of very small lump type things appear on my penis. they r also on my sac. wot the hell r these and is it normal to have them?

Hi, I have these also and im 15. I also need help, i have never had sex before so I don't know what they could be? AND is there ANY way of making them go away?
