small skin colored bumps slightly under the head

Well me and my friend are close and he asked me a very weird question. He said he had these weird bumps on his um thing down there slightly under the head. Sorry this is slightly embarrising for me to ask you guys but he asked me if I knew what they were. He described them as really small skin colored bumps and he says they for a row on one side. He says there small they dont hurt and that there just random bumps. He says they itch but every once in awhile like every 2 weeks or so. I asked him if he has had sex and he told me no. So I didnt know what to say and he can go to the docotor cause of money problems so he came to me and asked and I didnt know what to tell him. any ideas anyone?
