swollen foreskin and tiny red dots

One morning i just woke up with a swollen foreskin, my head of the penis was wet and when i pulled the skin down i saw a bunch of small little red dots on top of the penis. Swelling went away after a day and most of the dots cleared in about 4 days. What could this possibly be, its not herpes is it? I kept the head of the penis dry and they went away after day 5.
