There probably is, you just need to realize what the problem may be and it would be best if you saw a doctor. You could be suffering from acquired phimosis that could have occurred due to smegma accumulation under the foreskin.

It is quite possible that there is an infection but you can’t figure out this on your own. If the foreskin is swollen and you can’t retract it, then it must be phimosis. Phimosis is a condition in which the foreskin of the penis becomes constricted and difficult to retract. When this happens a person is not able to wash the penis properly and smegma may be accumulating even more and making the perfect ground for infection.

It would be best to see a doctor.
