My son had his left testicle removed and it will be almost a year since diagnosis and he is healthy and for that we are thankful. However, lately he is complaining about anxiety, sounds down, broke up with girlfriend, and his face has some acne he never had before. I think that as a possible side effect of low testosterone. Should I request from our GP that he be seen by an endocrinologist and will a blood test tell all? Will this doctor be knowledgeable about testosterone issues?

Your doctor should certainly be knowledgeable to order a testosterone level blood test. That will be a good place to start. But I doubt that this is all just a result of low testosterone. Anyway, a lot of the things you describe your son is having are definitely some characteristics of having low testosterone levels. His urologist would be better to see for this instead of your doctor and an endocrinologist would be the best result. I went to one endocrinologist recently for the first time and nothing was done. He said will do blood work later but a simple testosterone test will tell a lot.
