torso pimples

hey, i have been getting these red bumps on the sides of my torso and sholders. they dont pop like pimples, but I can kindo of see a white head under them. some of them are starting to look like puffs of dry, red skin.

it started after I went in an old hot tub, but it went away after a while. now its coming back.
