two doses of antibiotics and still sick

My daughter, age 7, has been on two rounds of antibiotics (first for an infection in her finger and then for strep). She had had an up and down fever during the course of both doses. Is this normal? She finished her last pill yesterday and was sent home today with a fever of 100.7.
