weird foreskin problem

hi im 17 and havent really havent pulled my foreskin back much up until recently (didnt have to, it was always clean) and now that i try to do it , it feels like my foreskin is choking the area between the shaft and the head of my penis. It literally looks like its being squeezed by wire or something.

Also it seems like its attached between the region too opposed to sliding further back

is there a way i can fix this?
