Hey, I'm also 13, but I got some tips.

1. Use Petrolum Jelly as lube
2. Hold Penis As You Would a Pen or Pencil
3. Use lube and stroke head of penis. (feels great, trust me! Very Happy
4. Get A Cup Of Water and put your testicles in it. Dip in and out.
5. Look at pictures of videos that help you get an erection.

That's all I got. I know, I wish I knew more tips. I'll keep checking back at this thread. Hope you find great tips! Very Happy
