I would rather say LABIA ARE, because it is plural. These are the lips of vulva, which is a woman’s external genital. There are labia majora and labia minora. Labia majora are outer, bigger lips. They are thicker in front and covered by hairs. They correspond to the scrotum in male. Labia minora are inner lips and are not covered by hairs. They are situated between labia majora.
