yellowish subsatnace on public hair under my balls

I was wondering, what could it be when u have a yellowish substance on your pubic hairs. It' not wet. And its there even after washing and i have dried off. It's under my balls so im kind of nervous about it. I don't think it's serious, but im not sure. I don't have any pain or soreness, no iching or anything. One day, I happened to notice that it was there. I can pull the stuff off, but im wondering what it could be.
