shaving cut and its big

Hi. I'm 15 years old, and dark circles under my eyes runs in my family. I absolutely hate them! And the concealer I use just doesn't do the trick to hide them. Are there any special creams? And would a more expensive concealer work better? I usually buy the cheapest one.
