Small circles/rings on base of penis.

Hi, for the past few years, I'm not exactly sure how long it's been... I've had this small (about .5cm in diameter) ring on the base of the shaft of my penis on the left side. It's kind of as if the skin grew over another part to the left, and you could actually lift up the flap of skin a tiny bit....
