Problem with forskin

Hi Im 13 and when having a shower or bath, i roll back my forskin to clean it but when i roll it back all the way, there is a small strip of skin connecting from the bottom of the penis head to a bit of the forskin... is this normal or not? If not any help or advice at all? Thanks :$
