Foreskin retracts when i'm not hard

I am not circumcised but sometimes my foreskin retracts behind the glans and stays there even when it's not hard..  It's not tight at all but it just stays there.  It's a little uncomfortable when this happens.  Does this happen to anyone else and what do you do about it?
