rim of penis flaky and weird looking

Its been a few months since i first notice a spot on the rim of my penis and thought nothing of it. then it began to grow and spread all around the rim (as if a scab would). it doesnt hurt itch or burn, yet there is a small tinge when touched in certain spots. its been 2-3 months with no treatment.
