Im 18 years old and for the last few weeks there has been a few red spots, some on my penis head and some on my penis. Im pretty sure its not a STD because ive never had sex. I really dont know what to do, any help?

PEnis is red and invisible liquid comming out

Came back from work...and my penis was iching...When I look at it...the tip was red and the inner skin was red too..I try cleanning it but it didnt work. Also, I get liquid coming out of my penis!!!Smell like pee and it turn brown, when it get dry!! Can anyone help me??
