Skin coming out of eye in penis

I have some skin coming out of the eye in my penis. I'm not sure what it is but it bleeds when I touch it. It doesn't really hurt and you can't really see it unless you open the eye a little bit.i was thinking its a burst blood vessel?? Any ideas and how to treat it
