Is foreskin lump common after circumcision?

I was circumcised at age 4, and now I am 18. When I was around 14/15 I noticed that the foreskin was growing back to the side of a skin bridge. It has grown back in the shape of a lump, and I was just curious as to if this is common, and if it is easy to correct?

Well, i have a frenulum or what ever its called connecting bottom of the shaft to the top of the foreskin so i cant pull it back. i dont know if its a natural thing or if its some kind of condition
