Foreskin too long compared to my soft penis

Im 13 my foreskin is like 3 times longer than my penis when im soft.  Its 2 times longer when im hard.  Is this normal?  Soft im like 2 3/4  foreskin like 4 1/2,  hard 4  foreskin is then like 3 inches.  Will i grow into it?  Just started puberty
