I have tight foreskin and white stuff underneath which I’m struggling to get rid of

I’ve tried various ways to stretch the foreskin but have never managed to pull it back. I cannot pull it far at all. The white stuff is attached to the skin underneath my penis (don’t know if it’s smegma) It can smell horrible at times. Would like to know any solutions.
