Scrotum with scaly tough skin and can be peeled off

This morning I woke up to use the bathroom and I discovered that a patch of my scrotum skin is tough and scaly. There is no pain or itchiness at all. The patch of skin is rigid and I just peeled a very small patch of dry skin off. Is this something I should be concerned about? What could it be?
