Is it necessary for the skin on the penis head to fold back

I'm 21 years old. During erection the skin on my penis head doesn't fold back. However sometimes on it's own it does fold back n then it pains a lot. I haven't got circumsition done. My penis is 7inches long. Is it necessary for it to back or I can do without it.
