Bleeding but not menstruation

I've been having irregular bleeding, but I'm certain it's not menstruation. Sometimes, there's only little discharge like when I wipe my organ after peeing and sometimes it stains my underwear. It used to itch a few months ago. Why does it bleed anyway? I have ulcer, can it be related to it?
