i'm 16 and i don't have breasts. what is wrong with me?

Hi, i think ik not normal cz im 17 n i have no breast i don't need a bra cz im flat idk whats wrong w me im 5ft2inch n my weight is 35 kg im so skinny every girl in my class have breast but i don't this makes me feel that im abnormal

All my hair is in but no breast development?

So ive gotten no breast development, but ive have pubic hair for about 3-5 years? I also got armpit hair. I dont feel any buds or see anything, i dont know if this is normal or not.
