How do I get rid of phlegm? I don't know how to hawk it up a

I have phlegm in my throat everyday all day, especially in the morning, I don not know how to hawk it up and when I try I gag and it still does not come up. It makes my breath really bad an I feel terrible, I want to talk and whisper to people but I can't. Please help!!!!
