My Gran% is 76.5.  What is the high and low % and what does it mean?

my father age 59

i recently spoke to my father and he has a high white blood cell count what does that mean exactly for him he has lived a hard life and he lives down south where i live in the midwest...I guess i just wanted to know his options and what he should or should not be worried about
