Hammertoe surgery, physical therapy has helped but not solved problem

Doctor tells me I have scar tissue in second and forth toe causing them not to stay straightened--still bent. Also 4 toes do not grip the ground as they did before surgery. Physical therapy has helped but not solved problem. Scar tissue still exists. Any solutions?
