I'm 15 and having issues with puberty. I am really short and my penis is below average

I'm 15 and am really short, I'm 5'1, my penis is below average (around 2.1 inches flaccid and roughly 3 to 3.5 inches erect), when I ejaculate it's only small clear drops, and some times I can't ejaculate at all and have a dry orgasm. Is there anything wrong with me and can I do anything about it?
