So I'm 15 1/2 and a Freshman in high school. I really don't have much of any hair anywhere and my voice is still relatively high. Also my penis is really small and I've never masturbated. I don't know what to do?

I turned 14 three months ago but can’t ejaculate for the life of me. Is something wrong?
