hello im 16.5 years old and my breasts still dont look manly. my arms are not bigger. my voice is deep though and i am growing hair in my armpits, i also get facial hair and some chest hair. so whats going on with my arms and nipples ? why havent they developed like others have? thanks for help

im 16and now and then my right nipple pretty much becomes flat and is really really sore and itchy and ofcourse sometimes i itch it but then all the skin on it dries and cracks should i be concerned? :-(
