Bumpy penis and the bumps itch sometimes, but don't hurt

Well I have small bumps on the head of my penis. There aren't a lot but my skin seems to be really dry. I haven't had sex or had any sexual contact in over 4 months. I haven't went to a doctor yet. The bumps itch sometimes but they don't hurt. Any answers?

after masterbating I dont pee anymore like the first times you masterbate, I have to force myself to pee after it, and I think there are only few sperms cumming out, like almost 1 teaspoon comes out only or maybe half of it. Is there something wrong with me? or am I just being paranoid?
