The tip of my genitals are itchy, and there are some red spots on my skin

have these red spots on the head of my penis and under the foreskin. The other day it was itchy but now there is no itching but it still has these spots. Any ideas on what it could be? I have changed the shower gel im using could it be a reaction to that?

Hi, I'm 14 and when I try to pull back my foreskin (when un-errect and in the shower), i can pull it down half way put a little chord is stopping it from being pulled back futher. Is this a problem? what should I do? does the chord snap naturally? Thanks in advance, - Harry
