My penis head is hypersensitive, I do not have phimosis and I'm uncircumcised. when it's dry it's fine to touch and doesn't hurt, when it's been under the skin for a while and I slide the forskin back it hurts to touch when it has the sticky stuff on it. when it's dry and i rub my fingers across it...
